Parameters
The Framework proposes parameters for Blueprint Jordan River to help keep the planning process within the anticipated schedule and budget and to ensure a good fit with the partnership of cities sponsoring the effort. The Framework seeks to create a common understanding and expectation for how the Blueprint process will be conducted. This Framework also seeks to propose how decision-making will occur through the Bluepring process. The Framework will be modified based on ideas from the Cabinet and Conveners as the Blueprint moves forward.
Involve Many Voices in Establishing Recommendations for the Corridor
The Blueprint Process will aim to involve many stakeholders including residents, business owners, and landowners from each part of the corridor and representing each type of interest associated with the river. The Blueprint process will aim to present a broad variety of potential solutions to those involved, couple these potential solutions with credible, objective information on their long-term benefits and disadvantages, and have the broad group of stakeholders establish their preferred solutions after considering the impacts.
The process will seek to establish a vision for the corridor as a whole, but also seek to establish recommendations for the various types of river segments such as urban, suburban, and vacant river segments.
Recommendations should be relevant to Local Governments
The bulk of recommendations and elements in Blueprint Jordan River will be those that pertain in some way to local governments.

Products of the Blueprint will be written for local governments and citizens that work with local governments.

In general, the recommendations that come from BJR will be carried forward directly or indirectly by local governments.

The Blueprint will also seek to distill those elements of allied plans that pertain to local governments and clarify how they relate to each other and to cities and counties.
Blueprint Should Coordinate Existing Plans, Studies, and Efforts
Important points of coordination between existing plans, regardless of impact on local governments will also be considered for incorporation in the Blueprint
As existing plans, studies and efforts are coordinated through the Blueprint Jordan River umbrella, gaps in knowledge or in addressing issues that that don’t relate to local governments will be identified and prioritized for remedy by future efforts.
